The new Home Child Care Provider and Home Support Worker pilots are only designed to provide work permits to caregivers who have got a job offer in Canada since migrant job rate is currently rising in Canada. You must be able to meet certain eligibility criteria to benefit from this which includes:
- Language tests result that indicates 5 in English or French as the Canadian Language Benchmark (CLB;
- A minimum of 1-year Canadian post-secondary education or any of the foreign equivalence; and
- Admissible to Canada.
Those Caregivers who have already been working in Canada with a work permit and meet these criteria will also be able to apply for permanent residence through the new pilots.
Caregivers who have work experience in the National Occupational Classification (NOC) 4411 (excluding foster parents) will be eligible for permanent residence in the Home Child Care Provider Pilot.
All Caregivers who have work experience in the NOC 4412 (excluding housekeepers) will be eligible for permanent residence in the Home Support Worker Pilot.
IRCC has made mention that the new pilots carry a 12-month processing standard for work permit applications and a 6-month processing standard for permanent residence applications for individuals who are able to qualify for the work experience requirement.

Who Can Apply-
Home Child Care Provider Pilot and Home Support Worker Pilot?
1. You Must Be Eligible
You can be eligible to apply for the Home Child Care Provider Pilot or Home Support Worker Pilot as long as you:
- Have obtained a genuine and valid job offer. See Tips On How To Get A Job In Canada.
- Are capable of doing the job
- Meet the language level of 5 in English or French
- Meet the indicated education requirement
- Are admissible to Canada
- Intend to live as a permanent resident outside the province of Quebec
2. Obtain A Genuine and Valid Job Offer
If you are offered a job, that job must be:
- Acquired through Offer of Employment IMM 5983 (PDF, 2.33 MB)
- A full-time job type, which means a minimum of 30 hours of the paid work per week
- Obtain through a Canadian employer
- Located outside the province of Quebec
- From a Canadian employer except for an embassy, high commission or consulate
- Able to demonstrate genuine, meaning there’s a real need to hire you
The job you have obtained must be included in the National Occupational Classification (NOC) job that matches the pilot you apply for:
Home child care provider (NOC 4411):
- Capable of providing care for children below 18 years old in your own residence or in your employer’s residence
- You may not have to live in your employer’s home to become eligible
- Experience as a foster parent is not a criteria
Home support worker (NOC 4412)
- Capable of providing care for someone needing help from a home support worker either in your own residence or in your employer’s residence
- You may not have to live in your employer’s home to become eligible
- Under NOC 4412, only home support workers are eligible
- Experience as a housekeeper is not a criteria
3. Capability For The Work
Past experience or training will be used to determine your capability to do the work described in the NOC job description (lead statement).
4. Language Levels
The ability to take a language test in order to prove you meet the minimum language skills is important. To measure your communication skills in the English language or French language, we use:
- Canadian Language Benchmarks (CLB) for English language test
- Niveaux de compétence Linguistique canadiens (NCLC) for the French language test
Requirements for the lowest language skill are CLB 5 in English or NLCL 5 in French for all 4 language skills which include: writing, reading, listening, and speaking.
5. Education
You are expected to have finished post-secondary education credentials of at least 1 year in Canada. See Cheap Canadian Universities Where You Can Study. However, if you don’t have a Canadian education credential, you are required to get your foreign education credentials evaluated in order to show its equivalence to a completed Canadian post-secondary education credential of at least 1 year.
6. If You Have Current Work In Canada
As long as you’re working in Canada as a Caregiver but can’t qualify for the requirements for either of the pilot program, you may be eligible to extend your work permit. However, your employer in Canada must complete some steps before you will be able to apply to extend your work permit.
