Hi Bolanle, having credit in GOVERNMENT is an important requirement for studying law.
However, you can choose to study this course without Government: http://campustimesng.com/jamb-subject-combination-for-mass-communication-2018-utme/

Biology and AGRIC Science is not a prerequisite for Law. Click HERE: http://campustimesng.com/jamb-subject-combination-for-law-utme-exams/
If OOU uses Agric and Biology as a prerequisite, I think the option varies on waiver issues. Find out OOU’s requirement for a waiver.
